Alternatively, the Governor proposes to close down the Telegraph Office and negotiate a

working agreement with the Canton authorities. Presumably the Eastern Extension Telegraph Company would under this arrangement also be responsible for the actual working, and here again they would be unwilling to do so without an agreement with

the Peking authorities. Possibly Sir M.Lampson has arrived at, or hopes to arrive at such an

agreement; but there is nothing here to show that

he has done so. However, the Foreign Office may

have further information in this point.
